The Ability Teacher sells Flash Step for 100,000 Beli. You find him in a hidden cave of Frozen Village and in Magma Village, both on the First Sea. Buying it from either one unlocks it for good.

Ground, vertical walls and cliffs
Walls and cliffs work if they are low enough to reach.
Another player
A player counts as a surface, so a skilled player can land on an airborne opponent.
Into the water
A Blox Fruit user takes heavy health loss in the water, unless they are the Shark race or wear the Leviathan Shield.
While swimming
Jump above the surface first. Awakened Buddha can use it in water, since it is too big to swim and walks on the sea floor, though being ragdolled or pushed in can make it swim.

How do you use Flash Step well?
- Escape: Flash Step ranks among the most important PvP abilities. Use it to break out of a combo, to run from a fight, or to get back to the ground fast after you are knocked up.
- Close in: appear next to an opponent, then use your strongest move at that range. You land right beside them, which is where the lightning field of Energy Core hits.
- Scouting: the dashes of a player who owns Flash Step glow blue, so you can tell before a fight.
- Wall Glitch: you can use Flash Step to get into Wenlocktoad's room inside the Cafe in the Second Sea.
