It depends on the age your pet reaches and the pet's rarity. A Common pet gives 0% until Post-Teen, then 0.05% at Post-Teen and 0.1% at Full Grown. A Legendary pet gives 0.1% at Junior, 0.25% at Pre-Teen, 0.4% at Teen and 1% at both Post-Teen and Full Grown.

How do you get the Purrowl?

Age up your pets to earn it as a reward, or trade for one. The chance per reward drop goes up with the pet's age and rarity.

Age up pets. Each time a pet ages up you get a reward, and a Purrowl can be one of them. The chance runs from 0.05% (for example a Rare pet reaching Junior) up to 1% (a Legendary pet reaching Post-Teen or Full Grown), and a Common pet gives nothing before Post-Teen.
Trade for one on Adopt Me's trading system; Ultra-Rare and Legendary items need the Trade License (at the Safety Hub).

Its head markings, ear tufts, nose, whiskers, eyebrows, feet, tail stripes and wing markings glow blue.

It glows in the same places as the Neon, but the colours cycle through the rainbow.
