The Arctic Fox is an ultra rare pet from the Christmas Event (2019) in Adopt Me. It came out on December 14, 2019, the first day of the event, and hatched from the Christmas Egg, which you got from Christmas Gifts and Golden Gifts. The event ended on January 11, 2020, so today you get one by trading for it, or for a Christmas Egg to hatch, as a Normal, Neon or Mega Neon, with or without Fly and Ride.

Trade for an Arctic Fox or a Christmas Egg on Adopt Me's trading system; Ultra-Rare and Legendary items need the Trade License (at the Safety Hub).
Open a Christmas Gift or Golden Gift if you have one. A Christmas Gift (sold for 1,440 Gingerbread) gave a Christmas Egg 30% of the time, and a Golden Gift (sold for 4,300 Gingerbread) 80% of the time.

Pure white fur, beady black eyes, a black nose, small white paws, light mauve inner ears, a long quirky tail and a somewhat diamond-shaped face.
