The Dragon Talon Sage is a Shop NPC who allows players to craft Scrolls and apply Enchantments to weapons.
Locations
The Dragon Talon Sage can always be found at the top of the left tower in Tiki Outpost in the Third Sea.
The NPC may also randomly appear for a limited time in the First Sea and Second Sea on select servers.
