The Sealed King is a Miscellaneous NPC and the starting NPC for the Race Awakening quest. He is King Red Head, who is believed to have been sealed by rip_indra.
Location:
The Sealed King can be found behind rip_indra's building at the Castle on the Sea in the Third Sea, where a large tombstone is located.
Dialogues:
"Here lies King Red Head... Perhaps, one day, he'll be released from his mental prison."
Before defeating rip_indra True Form.
"Ah... So you found some of my memory fragments from defeating that monster... A long time ago, the Rip Family and the Red Legion clashed many times. In order to fight against their teleportation ability, we had to come up with our very own technique... This technique allowed us to forget our limits, but it wasn't easy to learn. His memories start fading away... Please head to the Great Tree, I'm sure he's hiding something within that island."
After defeating rip_indra True Form.

After entering the Temple of Time.

After speaking to the Sealed King again. This becomes the default dialogue.
