Location:
Phoeyu, the Reformed can be found in two locations:
Inside the library at the Ice Castle in the Second Sea.
In a room near the Portals at the Castle on the Sea in the Third Sea.
The library is unlocked by obtaining the Library Key from the Awakened Ice Admiral.
Requirements:
To learn Death Step, players must:
Unlock the Ice Castle library.
Have 400 Mastery on Dark Step.
Have $2,500,000.
Have 5,000 Fragments.
Usage:
Interact with Phoeyu, the Reformed to purchase the Death Step Fighting Style after meeting the requirements.
